Corporate Social Responsibility

WBPDCL is a socially conscious organization and as a responsible corporate citizen, is in the forefront in various Corporate Social Responsibilities initiatives. It attaches great importance to community based development approach by associating local villagers in the development programmes and thus honouring a Triple Bottom Line.

Corporate Social Responsibility initiatives are undertaken by WBPDCL towards bringing about societal changes and permeating good in society for upliftment of people. The CSR policy was framed up in 2016 but CSR initiatives have been implemented since inception of the organization and it covers areas of project beneficiaries located at Bandel, Kolaghat, Santaldih, Bakreswar and Sagardighi wherein Power Stations are operating. However, the policy is wide enough to cover even areas beyond associated areas of project beneficiaries. WBPDCL is committed to ensure sustainable and balanced socio-economic development based on unique features of participative ownership involving local Panchayat Institutions and also Block Development Offices

Aims & Objectives

The aims & objectives of this Policy are as under –

  1. Improving socio–economic status of the beneficiaries.
  2. Providing opportunities for sustainable improvement in the fields of income generation, water and electricity, sanitation, communication and such other fields.
  3. To adopt a holistic approach to community development of Project Associated Areas.
  4. Carrying out community development activities in a transparent and participative manner.
  5. Ensuring participation and consultation with the District Administration as well as local people’s representatives and setting up of institutional mechanisms for carrying out CSR activities in Project Associated Areas.

Applicability

The policy is applicable to the Project Beneficiaries (PB) and for the Project Associated Areas (PAA) in respect of the existing / future Power Projects / Plants / Coal Mines of WBPDCL, which are in operation. The CSR Committee of the Board of Directors has the discretion to approve CSR activities beyond the Project Associated Areas (PAA) to any part of the state of West Bengal.

Implementation Methodology

For the implementation of various activities/ works under the Policy, two sets of Committee namely

  1. Corporate Social Responsibility Committee of the Board (CSR Committee) formed at Corporate LeveL for execution of the CSR work.

  2. Plant Level CSR Implementation Committee (PCSRI) Committee at each Power Plant/Project for execution of the CSR work

    1. The Plant level committee conducts need assessment of the proposals received through Gram Panchayats, evaluates the proposals and prioritizes them.
    2. The committee then identifies the costing and budgeting of the proposed CSR activities in consultation with local administration.
    3. The committee then forwards the proposal to the Corporate CSR Committee for necessary approval.
    4. The committee remains responsible for implementation and monitoring of approved proposals of CSR Activities.
    5. The committee submits periodical status report to the Corporate Authority.
    6. The committee meets periodically to assess the development and implementation of CSR activities so undertaken.

CSR EXPENDITURE

Expenditure shall include all expenditures including contribution to corpus for projects or programs relating to CSR activities approved by the Board on the recommendation of its CSR Committee, but does not include any expenditure on an item not in conformity or not in line with activities which fall within the purview of Schedule VII of the Act.
