- The overall national energy consumption reduction target under PAT II given to 621 units is 8.869 MTOE covering 11 sectors.

BASIC FRAMEWORK OF PAT SCHEME
- Mechanism
- Target Setting & Compliance Period by Administrator (CEA & BEE)
- Monitor, Verification & Certification by Designated Energy Auditors (DENA) (Accredited by BEE)
- Underachievers – Penalized by buying ESCerts (Energy Savings Certificate), Overachievers – Issuance of ESCerts for banking or trading for later use.

- Information through Baseline Audit (Average of Three Years data)
- Target Setting (Declaration of Base Year, Target Year)
- Communication to Designated Consumer ( All Power Stations of WBPDCL).
- Preparation of Performance Assessment Document (PAD or Form A) & Communication to BEE/SDA (State Designated Agency)
- Verification of PAD through DENA (Form B)
- Verification check by DENA and submission of compliance document (FORM D)

- After three years a complete measurement will be undertaken for verifying SEC and plant capacity for each Designated Consumers by DENA.

Correction/Normalization Factors – Factors which affect SEC
- Input Primary Energy (Fuel Linkage & Quality of Fuel) (As fired Basis Coal)
- Capacity Utilization (Backdown, Non-availability of Fuel)
- Environmental Standards & Natural Disaster
- For every deviation from target authentic documentation should be presented to BEE/Energy Auditors for incorporation of correction/normalization factors.
- Estimated National Target (Energy Savings) = 6.6MTOE at the end of 1st PAT Cycle (2014−15).
- Stakeholders
- Administrator : MoP/Central Govt (CERC in the case of Thermal Power Stn.)
- Nodal Agency : Bureau of Energy Efficiency
- Implementer : Designated Consumers like KTPS, BTPS, BkTPP, SgTPP and STPS
- State Administrator : State Designated Agency like WBSETCL
- Verifier : Accredited Energy Auditor ( to be Designated by MoP)
- Role of Central Govt.
- As per notification dated the 30th. March, 2012, issued by Ministry of Power, Govt. of India, New Delhi on ‘Perform Achieve and Trade (PAT)’,issued under EC Act 2001, Target Specific Energy Consumption i.e. Net Heat Rate (Kcal/Kwhr) of five Thermal Power Stations of WBPDCL have been notified which have to be achieved by 2014 – 15.
MINISTRY of POWER, New Delhi, Vide NOTIFICATION Dated the 30 th March, 2012. [published in Part-II Section-3, Sub-Section (ii) of Gazette of India, Extraordinary], in consultation with the Bureau of Energy Efficiency, specified for the designated consumers the energy consumption norms and standards for the period from 2012 – 13 to 2014 – 15 in relation to their current level of energy consumption, being the baseline energy consumption norms and standards which need to be complied within the target year 2014 – 15. |

WBPDCL have initiated a number of Efficiency Improvement Measures, adopted Better O & M Practices and taken up R & M Jobs which shall improve Plant Performances and enable to achieve the Notified Target.
