Vigilance cannot be considered an activity to merely prevent corruption. It is a part of the overall risk management strategy aimed at preventing leakages which adversely affect productivity and profitability. It is being increasingly recognized that vigilance in any public sector or government is like any other function of management such as finance, material, contracts etc., and is thus an integral part of administration. The West Bengal Power Development Corporation Limited (WBPDCL), through a resolution made in the 97th Board Meeting held on 14.6.2004, allowed the West Bengal State Vigilance Commission to exercise its powers over the organisation and its employees in vigilance matters. Such resolution was made in compliance with the order of the State Government issued vide no. 1411-P&AR (Vig.) dated 17.12.1976.

WBPDCL has a vigilance set up comprising officials of all five (5) power plants as well as Corporate Office. The set up is headed by Chief Vigilance Officer (CVO) whose responsibility is to coordinate works relating to vigilance in the organization, to reply to references from the State Vigilance Commission and in general to ensure compliance with the procedure laid down in the resolution no. 221-​GAC dated 4.3.1965 of Home (General Administration) Department, Government of West Bengal (substituted by Resolution No. 1/​PAR (Vig) dated 10.12.2012). Chief Vigilance Officer (CVO) works under direct control and supervision of the Chairman & Managing Director (CMD). The Vigilance Wing of WBPDCL is striving for enhancement of vigilance administration within the organisation with prime focus towards maitaining greater transparency, fairness and accountability in dipensing with the functioning of the organization.
